"KCC uses DVIS to schedule appointments by creating a calendar for each post inside of that program, which is then filled by DVIS ordering and selecting cases from the AV queue for that post based on the date that cases transition to AV status and the regional rank order (i.e., the case number) of each case. A case transitions to AV status after the Visa Office allocates a visa number to the selectee and, if any, the selectee’s derivative beneficiaries. When considering the regional rank order, DVIS orders cases by the region code (AF, AS, EU, NA, OC, or SA) first and by the rank number (i.e., the eight digit number following the region code) second. When a post provides or updates its capacity and schedule for DV interviews to KCC, KCC inputs the capacity and schedule by post into DVIS, which then fills those appointments with cases with consideration of the full case number (i.e., regional rank order) and the date cases moved into AV status.”
Here, we see for the first time that “the date cases moved into AV status” is a factor in the scheduling algorithm. AV status is the status AFTER RV status, where “processing is complete.” AV status is defined by “visa numbers have been allocated, and the case is ready to be scheduled for appointment.”
In other words, KCC now admits that are not scheduled solely based on case number order. If a higher case number is scheduled before a lower case number, KCC now admits that is due to the case processing for that higher case number being completed before the case processing for the lower case number. For two cases submitted on the same day, it is a mystery what could have caused the processing to be delayed for more than another, but we think later DS-260 submission dates, and unlocking and resubmitting DS-260, could be factors.
