Either way, it will not be a problem; everyone in US consulate is aware this situation is complicated. We had other fellows in the forum, who wrote as Turkey or who wrote as Cyprus, none had any problem during visa processes. Since you are not in Turkey, I would recommend to use it as "Cyprus" since it will make everything easier for you (But writing 'Turkey' also will not be a problem, if consular officer feels that you wrote it wrong, they can change your answer on DS260 ).
If you want to use "Cyprus" please make sure you first indicate it is "Turkish Republic of Northern Cyprus" (as district/province), then write "Cyprus" as country, whereas if you want to use "Turkey", make sure you wrote "Mersin 10" as the corresponding city (since it is closest city to Northern Cyprus, this is how it is used in mailing services).
